When choosing wooden shipping pallets, size and load capacity are important, but they aren’t the only factors to consider. Where your products are going can also influence the type of pallet you need. If your business ships products internationally, you may have encountered requirements for heat-treated pallets. But what makes these pallets different from untreated wood pallets, and when are they necessary? Understanding the difference can help you select pallets that meet your shipping requirements and avoid unnecessary complications.

What Are Heat-Treated Pallets?

Heat-treated pallets are wooden pallets that have undergone a controlled heating process designed to address pests that may be present in the wood. Under International Standard for Phytosanitary Measures No. 15 (ISPM 15), conventional heat treatment requires the wood to reach a minimum core temperature of 56 degrees Celsius (approximately 133 degrees Fahrenheit) for 30 continuous minutes. This treatment helps reduce the risk of transporting certain wood pests between countries. Pallets produced under an approved treatment and certification program can receive the official ISPM 15 mark, which identifies the treatment and the responsible facility.

What Are Untreated Wood Pallets?

Untreated wood pallets have not undergone an approved treatment process for ISPM 15 compliance. They may be suitable for many domestic shipping applications, depending on the products, receiving requirements, and conditions of use. Pallet size and heat treatment are separate characteristics. A pallet measuring 48 by 40 inches may be heat treated or untreated, depending on its intended use.

What Is the Difference Between Heat-Treated and Untreated Wood Pallets?

Treated pallets

The primary difference is whether the wood has undergone an approved treatment process. Heat-treated pallets undergo an approved process to meet specified treatment requirements. When properly certified and marked, they can be used for shipments subject to ISPM 15 requirements. Untreated pallets have not undergone that process and may be appropriate when ISPM 15 treatment is not required.

When Does Your Business Need Heat-Treated Pallets?

International Shipping

Businesses commonly use heat-treated pallets when shipping goods across international borders. Many countries require regulated solid wood packaging materials, including pallets, to comply with ISPM 15. These requirements are intended to reduce the spread of harmful pests through international trade. If you export products, confirm the destination country's wood packaging requirements before shipping. An approved treatment and the appropriate certification mark may be required.

Domestic Shipping

For many shipments within the continental United States, ISPM 15 treatment is not required solely because a wooden pallet is being used. However, your customer, distributor, or receiving facility may have its own pallet specifications. Some businesses may also choose heat-treated pallets for operational reasons, even when international shipping rules do not apply. The best approach is to review both the shipment destination and the requirements of the businesses receiving your products. If your shipment requires ISPM 15 compliant wood packaging, you'll need pallets that meet the applicable treatment and marking requirements. If those requirements don't apply, untreated pallets may be suitable, provided they meet your customer's specifications and your product's handling and load requirements.

How Can You Tell if a Pallet Meets ISPM 15 Requirements?

Wood pallets that have been properly treated and certified under ISPM 15 should display an official compliance mark. The mark includes information identifying the country, the certified producer or treatment facility, and the treatment method. For pallets treated using the conventional heat treatment process, the mark includes the letters HT. An ordinary stamp or a manufacturer’s claim that a pallet has been heated is not a substitute for the official certification mark. Check for the official ISPM 15 mark and confirm the pallet meets the destination country's requirements before shipping.

Does Heat Treatment Make Wood Pallets Stronger?

Treated pallets

Heat treatment does not automatically strengthen a wooden pallet. For ISPM 15 compliance, the process is intended to address certain pest risks rather than increase a pallet's load capacity. A pallet’s load-bearing capacity depends on factors such as its dimensions, lumber, construction, weight distribution, and how it will be handled or stored. Whether you choose heat-treated or untreated pallets, the design still needs to meet your product and shipping requirements.

Frequently Asked Questions About Heat-Treated Pallets

Are Heat-Treated Pallets Required for All International Shipments?

Not every international shipment has identical requirements. Many destinations regulate solid wood packaging under ISPM 15, but specific rules and exemptions can vary. Check the destination country’s requirements before shipping.

Can Heat-Treated Pallets Be Used for Domestic Shipping?

Yes. Heat-treated pallets can also be used for domestic shipments, provided their size, construction, and load capacity meet the intended application.

Are Heat-Treated Pallets the Same as Kiln-Dried Pallets?

Kiln drying generally reduces wood moisture, while ISPM 15 heat treatment must meet specific temperature and duration requirements. Kiln drying may meet those requirements, but kiln-dried lumber should not automatically be assumed to be ISPM 15 compliant.

Do Heat-Treated Pallets Need to Be Treated Again?

Under ISPM 15, properly treated and marked wood packaging does not automatically require another treatment simply because time has passed. However, repaired or remanufactured pallets may require additional treatment and updated marking.
